Why does the CVHA house league do assessment skates/team balancing?

The goal of the CVHA is to achieve parity among all the teams in house league divisions. To ensure equally competitive teams, the CVHA will assign or move players as required to build balanced divisions. The CVHA reserves the right to move players during the season, as necessary, until this balance is achieved. Please note that depending on registration some divisions may be combined between east and west arenas. Every attempt is made to balance practices and games between east and west arenas locations.
