To simplify and standardize the requisite knowledge and skills required for entry level practice no matter where a practitioner wishes to practice in the United States. One licensing exam benefits practitioners, licensing boards, and public safety. Reciprocity and portability of licensure requires one uniform standard licensing exam for all States to use. Uniformity through voluntary certification would NEVER be possible for this profession because not all States are permitted to (or desire to) delegate their authority to an independent, third party organization.
