Why does the second guitarist in green day not get the credit of formally being in the band?

Jason White is not a member of the band Green Day. Jason plays with them during live shows so Billie Joe can move around and have a little more freedom when singing, but he is not a formal member. He does, however, play in Billie Joe’s side band Pinhead Gunpowder with Billie Joe.
