This occurs because, under the Windows XP, the Windows Time service ties up port 123. You can avoid this problem by using the Computer Management console to stop the Windows Time service, and then setting its startup type to ‘Disabled’. This will not have any detrimental effect on your system unless your system is a member of a server cluster.
