Why doesn’t Royal Mail monitor the full end-to-end quality of service for Access mail?
Royal Mail can control events and be responsible for mailing items after they have been handed over to them, but can’t measure quality of service prior to handover. In early 2009 we consulted with our customers and principal trade associations on the desirability of an independent measurement of the journey of mail prior to handover to Royal Mail. There was little consensus on the discussion points and we will be making some firm proposals in early 2010.
