The most likely cause is the AUTO/MAN switch on the front panel is in the AUTO position. When the switch is in the AUTO position, the letter ‘A’ appears in the FREQ MHz display window and the unit is set up for auto channeling. The thumbwheel switches do not function while in AUTO mode. If the letter ‘E’ is showing in the FREQ MHz display window, then an invalid frequency has been selected with the thumbwheel switches for the mode of operation selected.
