Check to make sure that the IR Blaster is affixed to the front of your Cable or Satellite Box in front of the remote sensor.

I connected the serial port connection of my Panasonic ShowStopper Hard Disk Recorder to the serial port connection of my Cable Box. Why doesn it change the channels for me?
My cable company recently changed their channel lineup. Why doesnt my Panasonic ShowStopper Hard Disk Recorder reflect the new channel information?
