There are a number of theories on this. After introducing the spanky Lone Star Complex and its godlike abilities to manipulate genetics, very little has been done with it. The Lone Star book explained some of the basic manipulations they were doing behind the scenes for CS elite, but the broader implications were not thought through, I don’t think. The most obvious and sadly convincing theory is that the unpredictability of a tailored virus is in question. By that, I mean that even today viruses and bacteria mutate in unusual ways at unexpected times (the flu is simply a bug that keeps shifting every so often). Given the lack of xenobiological knowledge by the Lone Star crew, as well as the unknown effect of ley lines and rifts on things, it is simply too dangerous to start biological warfare.
