Why dont the gullies take all the water away during heavy rain ?
Highway drainage systems are designed to deal with normal rainfall. During particularly heavy rain, such as a cloud-burst, they cannot deal with the sudden volume of water and take a time to drain it away. It would be too expensive to provide drainage systems that could cope with the worst rainfall that could be imagined.
