Why dont the tribes have their own COG?
The intent of the COGs, when they were established, was to provide regional planning and prioritization of projects. The key to influence over projects isnt for the tribes to join together, but for the tribes to actively participate in their respective COGs. You need an active, vocal representative that attends all the meetings and gets the tribes needs inserted into the decision making process.
