Hey, I am doing that question 4 homework atm nd having difficulty too, but here are a couple ideas i’ve found. The average driver will go at whatever speed they feel necessary, regardless of speed limit. As cars advanced technologically people went faster because they felt they needed to. However, research has shown that accidents are not caused by people travelling too fast, but people travelling either slower or faster than the average speed of vehicles around them. Therefore speed limits were raised so that the law abiding people would not cause n accident by being too slow. Roads have become better maintained and so there are fewer potholes and fewer opportunities for a car to swerve out of control.

Cars get better and safer. Because they are more controllable at higher speeds, speed limits grow. However some lobby for 55 to save gas. Occasionally the govt will give in to this or even decide that, due to accidents, construction of new highways, etc. the speed limit in a specific stretch of road should be lowered. Those are the most common reason changes to speed limits for motor vehicles have occured in the last hundred years.
