Why is a country like Columbia not destroyed for producing a weapon of mass destruction (Cocaine)?

The worst is that the Talioban profits from these Poppy crops! To me it goes back to White House Office of National Drug Control Policy which ideals, are now pushed onto other countries! We don’t need drug control! We need drug elimination control! Right?
