Much of the south is actually swamp land so some areas are prone to excessive flooding like in 2005 with Hurricane Katrina where the mass area of New Orleans was flooded because the city was built on swamp land.

Houston was actually built lower than surrounding areas so its easier for it to flood. Its basically like a giant upside down dome.

There are quite a few factors that play into this reasoning, but the biggest ones are the fact that Houston has a mostly flat land area as well as a low elevation. Add this in to the fact that Houston isn’t too far from the Gulf of Mexico (putting it right in line of the paths of many storms), and there you have it, major flooding.
