Why is it only speeding offences detected by the westbound safety camera that are affected?

The Traffic Regulation Order is only necessary to cover the 30mph zone on the A35 in Chideock where there is no system of street lighting. There is one safety camera within the stretch of road covered by the TRO and it only monitors the traffic travelling west, towards Exeter. The safety camera monitoring vehicles travelling eastbound is within a stretch of road with a system of street lights and is therefore subject to a 30mph speed limited under the rules of the Highway Code and is unaffected by this ruling.
