Horse get halter stuck on fence, horse pulls real hard to escape, halter does not break, horse breaks neck. It depends on the type of halter though. Breakaway halters (with leather on them) or all-leather halters are pretty safe to turnout in, but not 100% safe. Even leather halters are not safe to turn out a mare & foal in because the foal isn’t going to be strong enough to break the leather (I’ve heard of foals getting hung op on mom’s halter). Foals can easily break their legs in another horse’s halter. Turning out in a rope halter, or a halter that is entirely nylon, is extremely dangerous. Horses get hurt all the time with those, my vet has told me some awfully grisly horror stories about nylon halters. For that reason, I will *never* buy a nylon halter… don’t want someone to make a mistake and turn a horse out in one. As a sidenote, it also makes it easier for someone to steal your horse… but that’s just a small thing compared to the danger of a broken neck!
