I’m not able to provide you with a local number but the reason your lower section isn’t cooling is there is a duct from the freezer compartment that cold air travels to cool the lower section. Frost can build up in that duct, effectively shutting off the flow of air. If your freezer has extra ice build up that is a dead give away, but the duct can still freeze shut without the obvious ice build up. The problem is usually caused by a bad door seal or malfunctioning defrost timer if you have automatic defrost. But there is usually also an adjustable damper in the duct that can malfunction sometimes. Shut the unit off and let it defrost for a couple or three hours and see if that doesn’t help. Unless your refri is under warranty and requires certified Kelvinator technicians, there should be several qualified technicians nearby. If the unit is new the store where you bought it should have provided a warranty or certainly can recommend a good technician.
