Why is skin color variance given so much more significance than other color variances (eyes, hair, etc)?

One had a lot more skin than eyes or hair. Also, it is easy to dye hair or to put in colored contacts. Also, people of certain skin colors typically come from certain areas, whereas geography has not been such a separator for eye color and hair color. So perhaps hatred of other skin tones comes from a hatred of a region more than because they are a different color.
