the ozone layer is actually depleting all over, it’s just that certain places have a greater concentration than others the hole over antarctica is so because of the unique temperatures in that area and also because during the year there are times when that area is exposed to continuous sunlight each summer, the hole is actually repaired due to a rise in temp but then occurs again as temperatures fall. during winter and spring, the circulation of wind is isolated over antarctica (because of the low temperature) and so the ozone from the rest of the world is not allowed to mix with the air over antarctica hence the ozone layer cannot be replenished.
