Why is the time wrong (or run slow/fast) when I use a foreign voltage adapter to power the timing device?

Devices with a time function that are designed for use in the United States often use the AC frequeny (60 Hz) to calculate the time. If this type of device is used on 50 Hz power, the time will run slow (it will take 1.2 seconds to register 1 second). The inverse is true of devices designed to work on 50 Hz.
