The main objective of the project was to implement a simple toll system which is transparent for both the users and the operator. This was the reason for deciding not to take into account emissions categories in the first phase of the project. It should, however, be noted that the toll regulations do call for classification by emissions categories, and this will be introduced as soon as it can be monitored in technical respects. As the average toll rate corresponds with the resulting costs, this rate is to be retained upon introduction of classification by emissions categories. Under such a system, older vehicles will have to pay higher tolls and new vehicles will pay lower tolls.
