Why is there a requirement on reduced-fat milk for women and children and whole milk only for 1 year olds?
Response: Only whole milk is provided for 1-2 year olds to be consistent with the recommendation of the American Academy of Pediatrics (AAP). Fat and cholesterol restrictions are not recommended for children less than 2 years old because of the high energy requirements of rapid growth and development at this age. Only fat-reduced milk is provided for women and children 2-5 years to be consistent with the 2005 Dietary Guidelines recommendations.

- Is the waiver of the FWS institutional-share requirement for reading tutors of children only for one award year?
