A Urban costs are taken into account through the Market Forces Factor that gives weighting where GPs’ running costs are higher. Deprivation is strongly correlated with morbidity and is covered by that factor. The rurality adjustment takes into account the additional costs of delivering services in rural areas, not the workload associated with those services.
