Why is Transport Canada not using the Advance Passenger Information/Passenger Name Record (API/PNR) program data collected by the Canada Border Services Agency?

Unfortunately, API/PNR data doesn’t satisfy our requirements. API/PNR collects passenger-related information on international inbound traffic only. It does not collect statistics on international outbound or domestic traffic, information that is required by Transport Canada. As well, API/PNR focuses on passenger information while our requirements also include aircraft-related information.
