Why isnt the BIA TIP combined with the State TIP?

These are two totally separate processes and there is not a plan to combine them. However, the plans are coordinated. ADOT receives BIAs TIP and adds it to the Statewide Transportation Improvement Program (STIP). Perhaps the tribes could help facilitate this process in the future.
