Why must Independent voters register Republican or Democrat to be allowed to vote?
It’s a state-by-state thing. Florida has similar law. In Florida, if you are a registered Independent and if there is no Independent primary election, you cannot vote in the Republican or the Democratic primaries. You are SOL. However, when the General Election comes around, you are free to vote for whom you wish.
