Culture and tradition dictates it, and there is no tolerance for change. Women and poor men are expected to follow tradition exactly like one of man’s laws. There are consequences for breaking with tradition. Evidence: I am not religious – yet I am modest. Where did this come from? Perhaps my family values modesty. I do not believe because they do not value faith. More evidence: Mintee points out that immodest westerners can still be christian while flaunting their immodesty. This is exactly why these traditions cannot be explained by Islam alone. It is the entire cultural and traditional setting that determines how people behave. If Islamic women were permitted to break their rules as much as men do, we would see very different traditions very soon. As it is, women are not allowed to break any rules, and so we will never hear the reasons why women today in Iran and Saudi Arabia don’t want to cover their skin all the time.
