The R-ED zoning district encourages environmentally sensitive development. The density is approximately the same as R-20 which is prevalent in the area. The difference is R-ED requires at least 50 percent of the site to be placed in permanent open space to be owned by the HOA or Howard County. R-20 has slightly larger lots and significantly lower open space requirements. In layman’s terms, development under the current zoning would result in a larger number of homes spread over a much larger portion of Doughoregan, but development under the proposed scenario will limit both the number of homes and the amount of area they occupy.
