Because it’s been shown that time and time again people cannot keep their attention on their driving while using a cell phone. It has become so bad that laws had to be passed to make it illegal to use a cell phone while operating a motor vehicle. It’s not impossible to drive while using a cell phone, but since most people don’t think they need to put the extra effort into their driving (maintaining constant speed and lane position, checking their mirrors, etc.) we are where we are. The few instances I’ve had to use my phone while driving, I didn’t slow down to a crawl on the highway, I wasn’t swerving in and out of my lane, and I didn’t have any near misses or accidents. Does this mean I think it’s a good idea to use a cell phone while driving? Absolutely not, those few incidents were to inform emergency services of a situation, they weren’t drawn out or heated conversations. Simple exchange of info and end of call.
