Water Sharing Plans, gazetted under the Water Management Act 2000, outline how water is to be shared amongst the many competing water users including the environment, town supplies, rural supply and stock watering, industry and irrigation. To provide security for water users and the environment, Water Sharing Plans exist for ten years and any change to the sharing of water during this period may be subject to compensation. The Act also limits the degree of change that can occur in the remaking of plans without compensation. While the Water Sharing Plans are a good first step, more needs to be done to address the decline in the health of the Gwydir Wetlands and Macquarie Marshes caused by the historic over-allocation of water resources. Additional sources of water for these wetlands are a necessary part of a comprehensive response to this issue.
