Why submariners do not fully inflate life rafts while releasing then under sea?

The life rafts would explode as the pressure aroud them dropped and the air inside expanded. A similar thing happens with weather balloons they are not fully inflated so the gas inside can expand as it gets into the thinner upper atmosphere.
