Concrete floors in basements wick moisture even if they appear to be dry. This moisture will cause damage over time to any flooring installed without proper moisture barriers. Carpet will feel damp, and laminate floors may discolor and eventually deteriorate. Vapor barriers do add to the expense of installing a new floor but over time will prove to be a good value.  more
