Why was an outside law firm hired to handle open records request when there were TYC attorneys available to handle the requests?

During the initial unfolding of events surrounding TYC, the legal department had several positions that were vacant. In addition, the agency experienced a tremendous volume of incoming record requests and information requests from the public, the media, the legislature, and executive state leadership. TYC signed a short-term contract with an outside law firm in order to help expedite the processing of open records requests so that patrons could get the information they wanted in the shortest possible time.
