Because the Erie Commission received written reports and oral testimony of discrimination based on a citizen’s sexual orientation. Because six other Pennsylvania cities include “sexual orientation” in their Human Relations Commission Ordinance; Philadelphia, Pittsburgh, Harrisburg, Lancaster, York and State College.
