Basically because the astronauts were using their positions as astronauts, in a private money making scheme. IE: they would take the 398 stamp covers from Germany, Give the dealer who paid for them, 100, and divide the rest between them. To sell at a later date, to make money. It would be like if Obama made a deal with a China plate manufacture, to use their plates at several State dinner’s, then give a couple of sets to the manufacture to sell, and keep the rest, to sell himself , so he could make money. IE: selling dinner plates that had been used by the President. The astronauts were using their positions as astronauts going to the moon, for personal monetary gain.
