Why was the World War II Memorial built here?

As to why the memorial was built at all, refer to the quotation by President Harry S Truman found next to the Freedom Wall, OUR DEBT TO THE HEROIC MEN AND VALIANT WOMEN IN THE SERVICE OF OUR COUNTRY CAN NEVER BE REPAID.
