Why was the World War II Memorial built here?

As to why the memorial was built at all, refer to the quotation by President Harry S Truman found next to the Freedom Wall, OUR DEBT TO THE HEROIC MEN AND VALIANT WOMEN IN THE SERVICE OF OUR COUNTRY CAN NEVER BE REPAID. THEY HAVE EARNED OUR UNDYING GRATITUDE. AMERICA WILL NEVER FORGET THEIR SACRIFICES.
