Given current practices, the sponsors feared that the new money provided by Prop. 36 would be overwhelmingly directed to monitoring offenders with urine testing, rather than being used to build the treatment infrastructure in California, as was intended. For this reason, the $120 million appropriated by Prop. 36 is directed to providing treatment services and not urine testing.
