Sometimes when the mother cat is very young it just doesn’t know how to be a good mother yet (happens in humans, too.). Or, often, if someone touched the kittens, the mother cat won’t come back to them. Or, something may have happened to the mother cat, either physically, or something that scared her from the area where her kittens are.
