It is not quite correct to say that democracy would not have developed without the English Civil War. In fact it speeded up the process. The period prior to the Civil war was a period of Tudor absolutism that was also popular. ad the stuarts continued the policy of te Tudors, monarchical absolutism would have continued for some more time in England. Tudors enjoyed vast powers both as Head of State and as Head of the English Church. They mostly had a subservient Parliament. A continuation of this policy would have slowed down the growth of democracy. The Stuarts stressed upon the absolute powers of the Kings and used these powers to get even unpopular acts passed. This led to what could be termed the Struggle between the King and the Parliament and ultimately to he Civil war. The victory of the Parliamentary forces gave upper hand t parliament in decision making, thereby helping the growth of Parliamentary democracy.
