Will anyone advise the Delhi govt. to levy usage charges on breathing air too soon?
I definitely would. It is about time that people realize that just because there is an elected government is there in place that things should come free. If the charges for electricity water and so on have been raised, it will (or should) decrease the burden of the common man in terms of taxes that he pays as sales tax, excise and so on that go towards subsidizing these amenities that the government provides. Some one is paying for these subsidies, and it is YOU AND ME. If the breathing air has to be pure, there is a cost attached. When people want to pollute the atmosphere being too many that the city can support, it is about time that they thought how much pollution that each one of us brings forth, whether driving a car, taking a bus or cooking and using carbon negative products etc etc should be paid for by the government to clean up, meaning, you and me who are paying the direct and indirect taxes for the same. You want amenities, you pay. You want fresh air, YOU PAY., Sorry.
