A construction support ESS will be required when the probability of encountering Munitions and Explosives of Concern (MEC) or chemical agent (CA), regardless of configuration, is considered moderately or highly probable. For low probability of encountering MEC or CA, regardless of configuration, on-call construction support will not require an ESS. See above question on when an Explosives Site Plan (ESP) may be required on construction support.
