First, we need to question if we would need a safe haven at all. The intuitive answer to that question coming to mind is: yes, to preserve the survival of mankind. By any means or standard, it is a wise decision to spread out mankind across as many planets or even stellar systems as possible in order to ensure a lasting survival of the human species. It is simple survival theory. Any scientist will back that answer if you set aside the cost of the expedition. Think of the safe haven as a backup for Earth, a spare in case the old one fails. That is good common sense.
