Definitely yes. My iPad supports this connection and I can also use it on other devices. I am currently using https://www.vpnunlimitedapp.com/en/downloads/ VPN Unlimited which has high speed and a big variety of different connections. I used to use free VPN service but it has a poor connection and the ability to connect only one device which is not reasonable for me. Free VPN also has a lot of cons rather than pros, so I exclude it. It also possible to choose the right connection from a big variety of different countries that are available.
