Generally it is not essential in nowadays because of cell phones. But some Bed and Breakfast service provider give in room phone service. Like hotel you can call to reception and demand your requirements. This service is only for room service but you can ask to the inn keeper for long distance call by suing your credit card.
If telephone service in the room is essential for you then you can ask for it before booking.
