A city that is located near a large body of water would definitely have its weather influenced by that body of water. City A with the warmer weather could have its temperatures kept cooler during the Summer by this body of water as the body of water would be absorbing the heat. Cities further away would be much warmer during Summer. During the Winter City A would be warmer that cities further away because the large body of water would be warmer than the atmosphere and therefore would release Latent heat to the atmosphere which in turn would keep City A warmer in Winter. City B with the colder weather could mean that the body of water is frozen in Winter and therefore would not influence the temperature of the city close to it. In Summer the body of water could be very cold (influenced by the icy water coming off of the mounatins where the water was once snow) and this would keep City B much cooler than cities further away.
