Psychologists say that the best predictor of future behavior is past behavior, so I need to break this answer into 2 parts: past and current activity by carriers. First, we need to understand that in current accounting principles truck drivers are not assets; they are liabilities. Trucks and buildings are assets, but not truck drivers. Publicly-traded companies need to limit liabilities and maximize assets in order to increase the value of stock to please existing shareholders and attract new ones. Using cheaper labor will certainly be appealing for a lot of companies, especially public ones. I know carriers who want high calibre, experienced drivers upon whom they can depend. They will not be attracted to guest workers. On the hand, I know carriers who are chomping at the bits to hire guest workers as truck drivers.
