The only people I've seen lock games by region are Steam. Pretty much any game can be played on any PC, except Steam games because they have different prices in different regions.

all games for windows should run on windows 7, you may have to run it in compatibility mode to get it to work however (this is when you trick the program into thinking its running on a different version of windows)
