Why have Shell, BASF and ATOFINA formed Sabina Petrochemicals LLC?

Shell, BASF, and ATOFINA are increasing olefins cracker capacity in the region at the same time. Processing the combined crude C4 streams of these parties in a single plant gives substantial savings on capital and operating cost.
