Is there any connection between Gwen from Torchwood and Gwyneth from Doctor Who, The Unquiet Dead?

We have checked with Russell T Davies and he states that the relationship between the characters of Gwen and Gwyneth ‘is not familial as we understand it. There’s no blood tie.
