A5. Yes, at least for this year. Some find these sights helpful; others cannot get on with them. They may have particular benefits in teaching absolute beginners who can be told to “put the red dot in the middle of the two green dots” but some users report that it becomes more difficult to focus on the (brightly illuminated) foresight and that accuracy suffers. It seems highly unlikely that they are more advantageous than target “or dioptre” sights, which are permitted for rifles in most of these classes (though not Vintage). Pending clarification from the NSRA of their status under ISSF rules, these sights will be accepted this year.
