There is a form of schizophrenia which exhibits a lack of emotion (schizophrenia can be defined by a lack of anything, as the brain region or connections responsible are damaged or not properly developed). However these people would not lack a consciousness. When you consider “conscious perception” to be a factor you’re delving into something that, by definition, we cannot know. If I assume I have consciousness, then I may assume that everyone else (or no one else) has consciousness; however, I can never know without experiencing their mind. There is no scientific or logical reason to believe that such a human would be impossible, however there is neither evidence to believe that philosophical zombies are walking among us.
